Finance / Rating / Assets / Records / Governed AI

Run the whole of council on one modern platform

Axim brings finance, rating, assets, records, and governed AI into one cloud-native platform built for Australian local government. It also opens a migration path off your legacy systems, one you can actually de-risk.

Why Axim

Built for councils, not adapted as an afterthought

Local government needs more than a finance system with a few extra modules attached. It needs a platform built for the operational breadth and the governance expectations that come with public-sector operations.

Axim is designed around that reality. It combines broad operational coverage with a modern architecture, a practical migration path, and an integrated AI layer that is useful in context rather than bolted on for effect.

Shaped around how councils actually operate

Axim supports the operational shape of local government across finance, property and rating, people and payroll, procurement, asset management, records, customer operations, safety, and compliance-heavy service areas.

A structured path out of legacy ERP

Replacing an incumbent platform is rarely blocked by software alone. The real concern is migration risk. Axim tackles that directly with guided imports, AI-assisted mapping, validation, dry runs, and rollback controls.

AI with governance built in

Axim includes AI across the platform, but with controls that matter. Requests are assessed for sensitivity, document retrieval is permission-aware, and the default model path keeps data in Australia.

Platform coverage

One platform across the core functions of council

Axim is designed to reduce fragmentation across operational systems. Instead of forcing councils to stitch together disconnected tools, it brings core workflows into a single, modern platform.

Finance and Revenue

A complete financial management suite to Australian local government standards, plus the full annual rates cycle. NSCOA-based ledger, GST-aware accounting, EFTsure vendor verification, and QLD and VIC rating from valuation through levy and recovery.

People, Payroll and Procurement

Workforce management to Australian employment standards, including the Fair Work award interpreter and Single Touch Payroll, alongside a full procurement lifecycle with delegation limits and three-way matching.

Assets, Compliance and Safety

Asset lifecycle management across eight asset classes, the full enforcement and inspection lifecycle, animal management, and a complete work-health-and-safety module covering all eight Australian jurisdictions.

Records, Requests and Customer Service

Enterprise content and records management with retention, legal holds, and Microsoft 365 connectivity, plus community request management with SLA tracking and event-driven workflow automation.

AI, Migration and Integration

Governed AI through Cowork and an in-context copilot, a canonical party register that cleans identity data, a six-step migration path, and a self-service, tenant-governed integrations API.

Migration

The reason you haven't replaced your ERP isn't the software

Every council knows the pattern. Legacy platforms stay in place longer than they should because the perceived risk of moving feels higher than the cost of staying. Axim is designed to change that equation.

The migration service provides a structured workflow that helps teams move with more confidence. Source data can be uploaded, mapped with AI support, validated before import, dry-run before go-live, and rolled back if needed. A canonical party register deduplicates identity data on the way in, tackling the data quality problem that derails so many ERP migrations.

Switching platforms should be a managed program, not an article of faith.

AI Layer

AI that works inside the platform, not beside it

Axim's AI helps people work in context: assistance where the work is actually happening, not a disconnected chatbot that leaves staff guessing whether the answer is grounded in the system. A copilot is available across the platform, and document retrieval is permission-aware.

Cowork takes this further with governed, risk-tiered AI tasks: sensitive output is redacted, higher-risk actions require approval, and every run is audited. By default Axim uses Australian-hosted Vertex AI, with support for tenant-supplied keys where an organisation prefers a different provider.

Security and Compliance

Tenant isolation, encryption, and a full audit trail, by design

Councils do not need vague claims about enterprise-grade security. They need clarity about how data is isolated, how sensitive information is protected, and how actions are audited.

Axim's model includes tenant isolation, three-layer Cloud Run IAM with OIDC service-to-service calls, AES-256-GCM encryption of sensitive fields, and audit logging across the platform. Compliance targets align to a SOC 2 Type I pathway, the Australian Privacy Principles, the Notifiable Data Breaches scheme, the ASD Essential Eight, Queensland IS18, and the Public Records Act 2023.

100% Australian data residency

Every part of the platform runs in Google Cloud's Sydney region.

Tenant isolation with role-aware access

Every council runs in its own separate database space, enforced at the database itself.

AES-256-GCM encryption of sensitive data

Tax file numbers and bank details carry a second layer of encryption, unreadable even from the raw database.

Audit logging across the platform

Every change records who made it, what changed, and when.

Platform

Modern architecture without the usual compromise

Axim combines broad functional coverage with a platform architecture designed for maintainability, performance, and controlled change. The result is a system that feels like a modern product, not a layered accumulation of legacy decisions.
